I am at the same time to transmit to you a copy of a

note which has been received from the French Chargé

d'Affaires from which it appears that, though the French

Government are ready to take part in the Conference on

July 1st if necessary, they have not been given sufficient

notice of the views of this Government to enable them to

collect the necessary data and statistics regarding

morphia and cocaine.
